Executive Director of the exercise Samir Huseinbašić told FENA it is a consequence management exercise, organized after floods that hit the country in 2014. It is organized by BiH and NATO institutions.

Apart from Ministry of Security of BiH as a leader in planning, organization and performance of the exercise, the exercise will gather FBiH Civil Protection Administration (FUCZ), Cantonal Civil Protection Administration, Civil Protection Administration of RS, Public Security Department of Brčko District, Armed Forces and other institutions and bodies on level of BiH, entities and lower level, that will give their contribution.

Huseinbašić said this is the seventh exercise in NATO environment and it will gather total of 1.300 participants from BiH and 30 countries of the world – from NATO member states, NATO initiative partner states and other states and international organizations that apply for participation.

He emphasized this is the biggest NATO exercise since 2000 and that there were 120 and 170 participants from states that will participate in the exercise at two planning conferences that were held.

Exercise will use scenarios of floods, earthquake, radiological-chemical-biological hazard and other kinds of incidents that follow floods, landslides, earthquakes and other disasters.

“Out of 1.300 participants, 600 will be international and around 700 from BiH. This includes great number of observers from BiH and international observers, and we also expect great number of media representatives, both local and international,” said Huseinbašić.

He said exercise is important because it will check the capacity for responding to floods and other kinds of disasters and what we need for the upcoming period.

“We will be able to check capacity of assistance of Armed Forces to civilian structures and the concept and mechanism for receiving international assistance. This exercise will definitely help further capacity building,” said Huseinbašić.

He added that scenario for the exercise will be conducted in seven locations in area of the city of Tuzla, municipalities of Lukavac and Živinice, whereas base of operations will be campus of University in Tuzla, where all international and local participants will be accommodated, along with securing the needed number of hotel capacity to accommodate organizers and bodies of the exercise.

Director of the FBiH Civil Protection Administration (FUCZ) Fahrudin Solak told FENA that the Administration is participating in the exercise, from the preparation to the response, that is, all exercises that will be conducted.

“That firstly refers to water rescue, response in case of floods and water activities we will have. One of the scenarios is also earthquake, which will be conducted in ruins,” said Solak.

He finds that our results in similar exercises are very good, and that BiH is not behind many developed European countries in this area.
